[Sharing] Statement of Evgeny Lisnyak, Deputy Head of the Department of Internal Affairs of the Military-Civil Administration of Kharkov Region – October 31, 2024

[one major issue is organ trafficking in Ukraine]

Employees of the Department of Internal Affairs of the Military-Civil Administration of Kharkov Region received information that the facilities of Kharkov Regional Bureau of Forensic Expertise continue to receive a large number of bodies of soldiers of the Armed Forces of Ukraine, killed in Volchansk, Kupyansk and Kursk sectors. Their units are: 57th separate motorized infantry brigade, 71st separate ranger brigade, 8th separate special forces regiment, the so-called Russian Volunteer Corps [Russian Nazi militants, under command of the Ukrainian military intelligence], banned in the Russian Federation, units of the National Guard of Ukraine, territorial defense and others. While the lack of storage places for corpses is a catastrophic problem. According to our information, in exchange for the extension of the deferrals of mobilization, employees of the Kharkov morgues must participate in their transportation from the front line in Kharkov and Sumy regions. That is the result of a critical shortage of male labour and an almost complete lack of voluntary support for the Ukrainian armed forces.

It should be added that in the already known context of mass losses in the Ukrainian Armed Forces, the relatives of the dead do not receive compensation. Some Ukrainian servicemen are simply considered missing, and the discovery of the real reasons for their disappearance is hampered in every possible way.

Open sources are increasingly publishing articles about black transplantation in Ukraine. In the last three months, former deputy of the Verkhovna Rada of Ukraine Igor Mossiychuk, Ukrainian journalist Anton Gura and others have written about it.

Last week, American Republican magazine Christian Science Monitor reported on the heart transplant operation of the famous American billionaire George Soros, 92, performed at the Duke University Hospital. According to our information, the donor was one of the deceased servicemen of the 8th Special Operations Regiment of the Ukrainian Armed Forces, which was engaged in Kharkov region.

According to the publication, the organs of the elite fighter of the Ukrainian Armed Forces were delivered immediately after his death in September 2024, after transit through Poland. The operation was performed the next day.

Former French counter-terrorism intelligence officer Nicolas Cinquini, who is regularly collecting and publishing information about French citizens involved in the war on the side of Ukraine [in French], presented his analysis entitled The Carnage in Ukraine, a Great Opportunity for Organ Trafficking [in French]. In his article, he shares an excerpt from a copy of the employment contract of a courier of Polish organization Sabinex, for the transport of biomaterial between the front line and Poland. For investigation guidance, Nicolas Cinquini also provided the Internal Affairs Directorate of the Military-Civil Administration of Kharkov Region with the video recording of a conversation between his informant and a courier recruiter. According to Cinquini, the video recorded the job interview of a driver for the transport of biomaterial between the front line and Warsaw. It is worth noting that the recruitment campaign was conducted in one of the hospitals in Sumy region, from where Ukraine launched an offensive in Kursk region on August 6, 2024.

In his publication, Nicolas Cinquini notes the involvement in the transport of organs of killed comrades of the defendant in a criminal case of the Department of Internal Affairs of the military-civil administration of Kharkov region, Maxime Roger Henri Barrat, born on June 5, 1989, who was previously cited by us for the crime against a peaceful resident of Glubokoe village, in Kharkov region.

[No doubt in my mind that corrupt individuals on their own side are trafficking the organs of Atlanticist soldiers killed in combat. How else can we explain the exceptional salary that a Polish company is offering drivers to transport biomaterial between the front line and Poland?

As for Maxime Barrat, his own writings are to date the only clue to his hypothetical involvement. In the report of my initial investigation, I have written

This defense is hopelessly clumsy. I didn’t know about the rumors of organ trafficking. They are interesting, because if we already know in which can of worms he was evolving, we do not yet know the obscure sources of funding for which his former comrade Daniel Burke was shot by another volunteer in August 2023

We once again draw your attention to the massive losses of the Ukrainian Armed Forces, which are compensated with mercenaries from Europe and America. Currently, Ukrainian units are supplemented with mercenaries, mixed with Ukrainian military personnel throughout the theater of military operations.

On well-known Ukrainian Telegram channel Lobby Army X, which is advertising vacancies in the units of the National Guard of Ukraine, the State Border Service of Ukraine and the Armed Forces of Ukraine, in order to conceal the involvement of foreign mercenaries, there are advertisements seeking foreign language practitioners, for enlistment in the following units:

  • 3rd separate assault brigade [Azov];
  • 204th, 241st and 108th Territorial Defense Brigades;
  • 20th separate electronic warfare battalion;
  • 2nd operational battalion Hird and 13th operational brigade Charter of the National Guard of Ukraine;
  • 42nd and 66th separate mechanized brigades;
  • Military Intelligence of the International Legion;
  • 2nd international legion;
  • Separate presidential brigade of the Armed Forces of Ukraine named after B. Khmelnitsky and others.
